Coutinho is no longer a non-EU player
His documents have come through apparently
Barcelona’s problem of having too many non-EU spots is easing with Philippe Coutinho reportedly freeing up a spot after his documents came through.
ESPN’s Sam Marsden confirmed the news:
Had it confirmed that Coutinho's documents have come through & he's no longer a non-EU player. Green light for the Super Cup this weekend, leaving Vidal, Malcom & Arthur as three non-EU players.

Yerry Mina’s departure to Everton means Arturo Vidal, Arthur and Malcom occupy the three non-EU spots. Of course there’s Marlon Santos too, but it is expected he will be loaned out again before the close of the transfer window.
