New report: FIFA gives middle finger to the law, won't allow Barcelona to register Arda Turan

A report from Catalan radio Cadena SER claimed that Barcelona would be able to succeed in their request to register the Turkish international to replace Rafinha Alcântara after his long-term injury, which is clearly stated in the law. But the Catalan giants asked for the approval of FIFA, who handed them a transfer ban and could get mad had they not been asked about this.
But now radio COPE is reporting that football's governing body already answered Barça's call. You will never guess what their response was:

That's such a surprise! FIFA is telling a Federation's law to go to hell because they rule the world, which is something we had never seen before.
It seems like this thing won't have a happy ending for the Blaugrana. But maybe there's a twist here. We never know what FIFA will do.
